Dear Senator Warner:

Recently, you might have read accounts, based on a newly released
book, of the accounts of World War II submarine veteran Slade Cutter.
His many accomplishments and exploits, as commanding officer of WWII
submarines, is vividly captured in the recently released biography
Slade Cutter, Submarine Warrior by Carl LaVO.

These chronicled accomplishments, along with the revelation that a
serious "wrong" was done to Captain Cutter, has energized many of us
within the submarine community to do what we can to right this act of
omission. Simply stated, Slade Cutter should have received, prior to
his retirement, promotion to the rank of Rear Admiral.

While a copy of the enclosed Resolution sets forth with greater
specificity the many accomplishments and awards bestowed upon Captain
Cutter for his many acts of courage while going in harm's way, the
Resolution does not begin to capture the totality of this man's total
commitment to country, the Navy, his shipmates, and his fellow man.

While no amount of stars on shoulder boards will ever be able to repay
this remarkable and humble American for his many years of service and
devotion to duty, they would serve as some small measure of gratitude
from a nation proud of his service, and as a legacy and reminder to
future generation of what leadership really means.

On behalf of the Northern Virginia Chapter of United States Submarine
Veterans, as well as many other of your constituents, we would ask you
to take the lead in taking all appropriate steps to get your
colleagues in the United States Senate to join you in conferring the
rank of Rear Admiral upon Slade Cutter, Captain, USN (Ret).
