CALL FOR PROPOSED AMENDMENTS

Shipmates,

This is the first call for any proposed amendments to the USSVI Constitution and By-Laws.

Section 12 of our Policy and Procedures Manual requires that this announcement be published in the American Submariner 4th quarter issue. However, it was left on the cutting room floor and didn't appear in the national publication. Please do whatever you can to get the information to as many members as possible.

Article XV of the Constitution and Article VIII of the By Laws describe the process for proposing changes to our two governing documents.

These documents also require that any proposed changes be received by me no later than April 1, 2004. This allows the review process to start in time to place the final proposed changes on the National Ballot. So, if you have a proposed amendment, please get it to me as soon as possible.

In addition, please use the following check list to ensure your submittal is going to be reviewed and possibly make it onto the ballot:

    1. Insure each part of your proposal is a "complete statement" that stands on its own merit.

    2. Clearly state what the "intent of the author" is in proposing the change.

    3. Clearly indicate which Section and Sub-section is the target of the change.

    4. Indicate your estimate of the cost, to the organization, if the change is made. If the estimated cost is $0, so state.

    5. Insure everything is legible, and that each proposed amendment is restricted to one agenda item.

    6. As one of your personal considerations, please ensure that the proposed change will "enhance" our organization and/or eliminate an item in the governing document that is "harmful". Avoid "change for the sake of change". The C & B Committee views the Constitution and By Laws as somewhat sacred documents and as such, change should be both necessary and beneficial to all our members.

    7. Each proposed amendment should include a valid telephone number, mailing address and email address (if appropriate). It may be necessary for the Chairman to contact you.
