As you are probably aware, our shipmates from the Topeka-Jefferson City Base will be hosting the 2005 Convention 29 AUG - 04 SEP 2005. The convention headquarters is the Hyatt Regency Crown Center in downtown Kansas City.

As of this writing, the convention registration form is not quite ready for publishing on the web site, but it will be ready very soon - and it will also soon be available in the American Submariner.

Shipmates can begin booking their rooms at the Hyatt through a link available on the convention web site. In addition, air and car reservation information is also accessible from the web site - as is on RV/Camping info, general information about what to do in KC during the convention, and the general convention event schedule.

Art Randall, 2005 USSVI Convention Chairman, joins his Midwest colleagues in welcoming everyone to Kansas City in 2005.

ITEM-08 .... NEW RECRUITING BROCHURE AVAILABLE

A new recruiting brochure has been developed and printed for bases to use.

While the new brochure may look similar to the previous one, the wording is more targeted at the submarine veteran than previously, and the pictures help tell the story.

The membership application also reflects the new national dues.

ITEM-09 .... OZARK-RUNNER BASE SELECTED FOR LAPON SAIL

Friends and Shipmates,

As many of you already know we have been selected by NAVSEA as the new home for the USS Lapon conning tower. For those of you not familiar with the USS Lapon, she was a cold war warrior with over 25 years of honorable service to our country. She was decommissioned in 1992 and the upper sail or conning tower was saved for posterity. Speaking on behalf of the Ozark-Runners and the American Legion Post 639 we are humbled and proud to have been selected for this honor, but the task ahead of us is a daunting one.

The shipping alone will be a major undertaking as she is currently located in Bangor, Washington and weighs over 80,000 lbs with a height of nearly 30 feet tall and a wing span on the fairwater planes of nearly 40 feet. It will require three semi trucks to transport her here. Then there is the foundation, assembly, upkeep and grounds keeping.

This project will require a lot of time, manpower and money but will be well worth it to preserve for future generations the memory of an honorable ship and her crew! The cold war was won in part due to the tireless and selfless efforts of the USS Lapon and her sister ships.

Already in the works are the following plans for fund raising...
October 21-23, 2004: will be a community Garage sale held at the American Legion Post 639 at 2660 S. Scenic in Springfield. All getting this message are welcome to attend even if just to have a cup of coffee and tell sea stories.

October 24, 2004: the Ozark-Runners, the American Legion Post 639 and the American Legion Ladies Auxiliary will hold a Spaghetti Lunch from 12 - 6. Karaoke from 2 - 6, a grab bag auction and 50/50 raffle will be held as well.
Please join us for the festivities and provide funds for a good cause.

November and December: more plans are in the works and I will keep you updated as soon as info becomes available.

I for one am excited and ready for the challenge, but we need the help of all of our friends and shipmates. I call for your assistance in this matter and will forever be in your debt should you decide to assist. The attached flyer has all the information necessary should you decide to help with this project. Please forward this message on to anyone who might be interested in assisting.

ITEM-10 .... 54 MILES OF I-70 IN MO DEDICATED AS SUB VETS MEMORIAL HIGHWAY

Gentlemen and Shipmates of USSVI,

I am pleased to report that the long awaited erection of the signage to designate 54 miles of Interstate 70 through Missouri as the US Submarine Veterans Memorial Highway has been completed.

On the 27th of August, the US Submarine Veterans Memorial Highway was dedicated at a ceremony held in Jesse Wrench Auditorium on the Campus of the University of Missouri at Columbia that including an unveiling of a smaller version of the sign, which was given to the Topeka-Jefferson City (TJC) Base as a token in remembrance of the occasion.

The dedication ceremony was a star-studded event attended by more than 100 guests. The TJC Honor Team opened the ceremonies by posting the colors. The Pledge of Allegiance was led by Herman Smith, SubVet WWII and the invocation was given by Father Aaron Peters OSB, a TJC member, followed by the opening Welcome given by US Navy Commander Basil Read, CO of the University's ROTC.

Other invited speakers included Senator Carl Vogel, one of the two sponsors of the US Submarine Veterans Memorial Highway Bill signed by Missouri Governor Holden on July 2, 2004, followed by Naomi Boss, representing Congressman Sam Graves, the second sponsor of the Bill, Darwin Hindman, Mayor of the City of Columbia and Becky Plattner, Commissioner of Saline County one of the three counties through which the Memorial Highway now passes.

A proclamation signed by the Governor and was read by Shane Peck, of the Missouri Department of Transportation. USSVI members in attendance a copy of which was given to each of the five participating submarine organizations.

Others in attendance that spoke to the attendees included, John Peters, USSVI National Commander, Central Region Director and Master of Ceremonies for the event, Art Randall, a TJC member and Don Cole, Commander of the Bill initiating Base, Topeka-Jefferson City.

TJC members Don Remily and Art Randall read the Tolling of the Boats alternately as TJC COB, Red Stubbs, tolled the bell.

Members of the electronic (radio and TV) and print media (two newspapers) were present. Full coverage of the event was shown on the 6:00 and 10:00 O’clock evening news hours as well as news spots on the local radio stations.

The dedication closed as the TJC Honor Team retired the colors and Father Aaron Peters gave the Benediction. A reception was held following the dedication complete with a sheet cake upon which was a replica of the US Submarine Veterans Memorial Highway sign in green and white icing.

The signs mark 54 miles of Missouri Interstate 70 in remembrance of the 52 submarines lost in WWII and the two lost in the Cold war, although all submariners living and dead are memorialized by this highway’s dedication. The signs, located on both sides of the highway are placed at mile markers 69 and 123.

The project was proposed by TJC Member Art Randall in June of 2003 to be jointly supported by the five submarine veterans organizations in Missouri and Kansas which was immediately accepted by the five organizations:

• Topeka-Jefferson City Base - Kansas City - Primary and Initiating Base
• USS Springfield Base – St. Louis- Contributing
• ILL-MO Rebel Squadron, US SubVets WWII, St. Louis - Contributing
• Muddy MO SubVets of WWII Chapter, Concordia, Missouri - Contributing
• Dry Docked Dolphins, WWII Chapter, Kansas City, Kansas – Contributing

TJC Associate Member Melody Greene became the Liaison between the Topeka- Jefferson City Base and the many offices that required information for legislative passage.

A patch was also created to officially launch the project with the names of the participating submarine veterans’ organizations listed thereon.

The USSVI Scholarship Committee is now accepting applications for the 2005 scholarship program. The new forms are not yet up on the website, so they need to be obtained directly from the National Scholarship Chairman for now.

The committee hopes to give out six $1,000 scholarships and at least eighteen $750 scholarships, just like 2004.

Any further questions can be forward to board members (Eastern, Central & Western Regional Directors or the Senior Vice Commander) or to myself. We are geared to help you complete your application correctly.

ITEM-13 .... FUNDRAISING PLANS FOR CANADIAN SUB VICTIMS TBD

I have had a bunch of emails with questions of whether we at Groton Base will be doing any fundraising for Lt. Saunders the Canadian Submariner who died in the fire.

Unfortunately I am presently on vacation in FL, however, I have made an offer to the SAOC (Submarine Officers Association of Canada), via their Eastern Chapter President Buster Brown to raise funds to help Saunders, or any other families impacted by this tragedy. Buster has acknowledged our offer of generosity.

He told me that at present no decisions have been made with regard to any fundraising. That doesn't mean that they aren't going to do any thing, it just means that they haven't made a decision.

I volunteered that if they decided to do any thing, that SUBVETS Groton Base would be by their side in raising any money possible, and that I would coordinate any fundraising from the entire USSVI organization.

I will provide more word when I get it.
