Jim has done admirable work as our National Editor for the last several years. We will miss him. National Senior Vice Commander Jim Foote and I are conducting a search for a new National Editor. Jim had put together a team of members from his Base to edit copy and layout, assemble the mailing list and get the magazine to the printer and mailer. USS San Francisco Fundraising Report ============================================================ Submitted by: John Carcioppolo, gumba700@comcast.net ============================================================ All, I had good intentions of shutting down the USS SAN FRANCISCO Fund Raising on the 7th of February. Every time I got ready to shut it down, I would get another check in the mail. I think that I have everything that I'm going to get, except for a donation coming from BOWFIN Base, and the SV WWII in Hawaii. I plan on closing out the fund raising once those checks are received. Based on everything that has come through Groton Base to date there has been a total of $8,287.00 raised, and donated to the MM2(SS) Joseph Ashley Memorial Fund. Under the latest improvement to VA's "My HealtheVet" Web site, veterans will be able to update personal information and record medical data such as prescriptions. A new capability now added to the site allows veterans to record their personal information and medical data -- including emergency contacts, health care providers and insurance, prescriptions, tests and allergies -- in a private, secure Internet environment. Eventually, veterans will be able to receive their medical records from VA online. Paid-Up SBP Legislation Introduced in House ============================================================ Submitted by: John Dudas, Veterans Affairs Committee Chair, john-dudas@cableone.net ============================================================ According to the Fleet Reserve Association (FRA), Rep. James Saxton (NJ) re-introduced legislation (H.R. 968) February 17, which would change the effective date for paid-up coverage under the Survivor Benefit Plan (SBP) from 2008 to 2005 for retirees who reach age 70 and have paid SBP premiums for 30 years. More than 135,000 retirees, age 70 and older, have been paying into the program for a longer period of time than their successors will. If the current paid-up date of October 1, 2008 stands, those who enrolled in the program at its inception in 1972 will have paid for an additional six years. In the Senate, S. 185 would change the effective date from 2008 to 2005. But the Senate legislation also includes language to end the deduction of Dependency and Indemnity Compensation (DIC) from the survivor's SBP annuity. The House bill, H.R. 968, focuses exclusively on changing the effective date of paid-up SBP coverage. DoD Hearing Aid Program Information ============================================================ Submitted by: John Dudas, Veterans Affairs Committee Chair, john-dudas@cableone.net ============================================================ The Retiree-At-Cost Hearing Aid Program (RACHAP) provides retired service members the opportunity to purchase hearing aids at government cost. The hearing aids are purchased directly from the manufacturer at substantial savings over the cost for the same hearing aids sold and fitted in the civilian community (often as much as 300% savings). Unfortunately, the RACHAP is not available to family members. Retirees are encouraged to call and inquire as to availability of the RACHAP at the nearest Military Treatment Facility (MTF). If the RACHAP is available, the retiree will be instructed on how to obtain an appointment in the Audiology Clinic. At the appointment, a complete diagnostic evaluation will be performed by the MTF Audiologist, along with any necessary medical referrals. If its determined that the retiree may benefit from the use of amplification, the Audiologist will recommend a specific hearing aid(s) and prescription, along with the total cost. At most MTFs, the retiree will be asked to provide payment at the time the hearing aid(s) is ordered. Upon receipt, the retiree will be scheduled for a Hearing Aid Fitting appointment. This site lists the military bases that have the Hearing Aid Program available. Please consult the list, because a few of them do not provide for Retirees and not all bases have the program! North Carolina VA News ============================================================ Submitted by: John Dudas, Veterans Affairs Committee Chair, john-dudas@cableone.net ============================================================ The Department of Veterans Affairs is expanding clinics in Raleigh and Charlotte and wants to build nine new ones to accommodate a boom in North Carolina's population of veterans and to put doctors closer to where the veterans live. North Carolina's population of military retirees is 780,000 -- up about 100,000 since 1980, according to state officials. An expected wave of combat veterans from the Iraq and Afghanistan wars would add to it. But the federal government did not provide money for three new North Carolina clinics that the VA wanted in the current budget, and it's unclear when -- or whether -- those clinics or the other six proposed for construction by 2012 will be built. President Bush's recently proposed 2006 budget isn't likely to help much, veterans advocates say. Those targeted are in priority categories 7 and 8, meaning they are neither poor nor suffering from service-connected disabilities. Half of the 2.4 million used the VA health system last year. The Bush administration proposed the enrollment fee to hold down costs. The VA committees rejected another Bush proposal to raise co-payments on VA-filled prescriptions for these same priority 7 and 8 veterans.
